What Drives Successful Innovation in the Construction Industry

Based on more than 30 years of innovation research at Home Innovation, one pattern consistently emerges: successful innovation in the construction industry begins with technologies that meet three core criteria.

First, the technology must represent a meaningful improvement over existing practices. Second, it must address a real and measurable need or opportunity for improvement. Third, adoption depends on significant and sustained investment, not only in manufacturing, but also in marketing, technical support, and distribution.

In nearly all cases, both market “pull” and supplier “push” must be present in substantial amounts. Historically, supplier push tends to outweigh market pull, particularly in construction. This dynamic is especially relevant when evaluating the adoption of offsite construction methods.

A 50-Year Look at Offsite Construction Adoption in the U.S.

Offsite construction is not a new concept—it once played a much larger role in the U.S. housing market than it does today.

What the Data Shows From 1974 to 2024

According to Home Innovation’s 1974 Builder Practices Survey, 20% of new single-family homes were constructed using prefabricated wall panels. Fast forward 50 years to 2024, and the most recent Builder Practices Survey shows that only 6% of single-family detached homes are built using prefabricated wall panels.

This long-term decline raises an important and uncomfortable question for the industry: Was residential construction more advanced 50 years ago than it is today?

Measuring Barriers to Offsite Construction Adoption

To better understand why adoption has stalled, Home Innovation conducted a national survey in June 2025 of 300 home builders, focusing on the barriers and accelerators of offsite construction adoption. Builders were asked:

What are the top three reasons your company does not adopt, or more fully adopt, offsite construction methods such as wall panels or modular homes?

The findings reveal that adoption challenges are as much about perception and process as they are about technology.

Complexity, Customization, and Last-Minute Changes

The top reported barrier to offsite construction adoption was too much complexity or customization. This finding reflects homeowner demand for personalization, which can conflict with standardized or factory-based building systems.

Similarly, the ability to make last-minute design changes ranked among the top barriers. Many homeowners expect flexibility late in the construction process, particularly for interior layouts—an expectation that favors traditional site-built methods.

Builder Satisfaction With Site-Built Construction

The second most common reason builders cited for not adopting offsite methods was simple satisfaction with current practices. Nearly half of builders reported that site-built construction is working well for them, reducing the perceived urgency to change.

Homebuyer Perceptions of Prefabricated Housing

The third major barrier relates to homebuyer perception. Many builders believe buyers associate prefabricated or factory-built homes with lower quality. While this perception persists among older generations—often shaped by experiences with lower-quality prefab housing in the 1970s—research suggests younger homebuyers do not hold the same negative views.

As leadership transitions from older to younger builders, there is a growing opportunity to correct outdated assumptions about factory-built housing quality.

How Builder Size and Region Shape Adoption Decisions

While the survey results represent average responses, deeper analysis reveals meaningful differences based on builder size, region, and market segment.

Small Builders vs. Large Builders

Smaller builders, those constructing 25 homes or fewer per year, were significantly more likely to cite homebuyer reluctance and customization requirements as barriers. Larger builders, by contrast, were more likely to identify cost, logistics, and supplier-related challenges.

Regional Differences Across the U.S.

Regionally, builders in the Western U.S. expressed the lowest satisfaction with site-built construction. Only half as many Western builders reported having “no need to change” compared with builders in the Northeast. Logistics challenges were also cited far more frequently in the West.

Builders in the South were more likely than those in other regions to report buyer preference for site-built homes. Meanwhile, luxury home builders were twice as likely as starter or production builders to cite complexity as a primary barrier.

Conditions That Enable Offsite Construction Adoption

Removing barriers alone is not enough to drive innovation. Adoption also requires the presence of strong enabling conditions.

To understand what might accelerate adoption, builders were asked how specific conditions would impact their likelihood of more fully adopting offsite fabrication systems, including panelization and modular construction.

Cost Comparability and Cost Reduction

The top-ranked enabler was cost comparability—or cost reduction—relative to site-built construction. Builders in the West, in particular, identified cost as the primary motivator for adoption.

While many offsite solution providers believe their systems offer holistic cost savings, the survey data shows that builders remain unconvinced.

Shorter Construction Schedules and Labor Constraints

The second most influential enabler was shortening construction schedules. More than one-third of builders indicated that labor shortages and longer build times are increasing pressure to consider offsite solutions. Similarly, buyer demand for faster delivery ranked among the top motivating factors.

Reliable Local Suppliers and Buyer Acceptance

Availability through a reliable local supplier ranked third, closely followed by increased homebuyer acceptance. These findings underscore the importance of supply chain confidence and regional support infrastructure.

Large Builders Show Greater Readiness to Adopt

Across nearly all enabling conditions, large builders expressed a significantly higher willingness to adopt offsite construction methods, by an average of 15 percentage points or more than smaller builders.

While the concept of “mass customization” for custom homes has gained attention, survey results suggest that most custom builders remain hesitant to adopt offsite approaches at scale.

What This Research Means for the Future of Offsite Construction

When these findings were presented at a recent industry conference, some attendees expressed disbelief. Offsite construction methods are often viewed as objectively superior—but the data tells a more nuanced story.

Builders genuinely believe what they report: offsite construction does not always make sense for their business models. Whether these perceptions are fully accurate is less important than the fact that they shape real-world decision-making.

The responsibility now falls to offsite solution providers and the broader industry to inform, guide, and de-risk adoption. This research clearly identifies where skepticism remains and where targeted education and support are most needed. As with all construction innovation, widespread adoption will depend not only on technology, but on trust, clarity, and demonstrated value.
