Despite decades of innovation, offsite construction adoption in the U.S. has declined, not increased over the past 50 years. Drawing on new 2025 survey data from 300 builders, this article explores why prefabrication and panelization remain limited, how perceptions differ by builder size and region, and what conditions could finally accelerate adoption. The findings reveal a clear message: progress depends as much on perception, cost confidence, and supplier support as it does on technology itself.
